Chief Human Resources Officer – Rockford Public Schools
The Chief Human Resources Officer builds and maintains a strong, results oriented human resource department and culture; assures all activity is accomplished in accordance with accepted policies and procedures, and in alignment with the overall mission, vision and values of the organization. Works closely with the Superintendent in a key leadership role to ensure maximum value of employees is realized and that an overall atmosphere of professionalism permeates the organization. This role requires a strong leader with proven success leading organizations which are committed to excellence and accountability, with value placed on each employee as an important team member.
Duties/Responsibilities:
- Inspire and maintain an atmosphere of professionalism across the organization;
Work with key leaders to develop and implement annual strategic plan; - Act as organization “conscience” and “voice with no fear” to assure mission, vision and values are not compromised;
- Lead transformation initiatives which support organization mission and goals;
- Direct workforce planning efforts and develop annual staffing budget. Perform within +/- 2%;
Ensure organizational excellence through acquisition and development of top talent; - Create onboarding and mentoring programs to ensure efficient and effective integration of new hires and newly promoted employees;
- Implement and maintain a talent management system which strengthens the skills of the leadership team through formal training, executive coaching and mentoring programs;
- Work with Superintendent to develop succession planning document and report to Board;
- Lead annual performance evaluation process; refine as required;
- Create employee recognition programs;
- Ensure that the right people are on the bus in the right seats;
- Develop and administer competitive compensation plans;
- Achieve and maintain high level of employee morale and engagement;
- Implement employment practices which promote employee engagement and which minimize misconduct, complaints and grievances;
- Serve as member of collective bargaining negotiating team;
- Provide guidance and leadership to key personnel to assure full legal compliance;
Create a safety culture throughout the organization with focus on accident prevention and claims management; - Work with appropriate personnel to ensure timely and appropriate communication to key stakeholders throughout the organization;
- Maintain thorough knowledge of current and pending employment legislation and practices;
- Oversee and direct human resources system. Ensure policies and procedures are in place and document all variance. Audit adherence throughout the organization periodically.
Education/Experience:
The successful candidate will be career-driven, goal and outcome oriented, passionate about his/her career, and committed to making a contribution to the students, teachers, administrators, and community. Master’s degree preferred, Bachelor’s required. 10 years progressive HR experience with 5 years HR management experience sought.
SPHR or CCP preferred.
